After 25,000 project reviews, Russell Holter has officially transitioned from state government in order to follow his historic preservation passions as a consultant and writer. The agency looks forward to seeing more of Russell Holter’s historical research and writing on railroad history and other projects in Washington State. We wish Russell all the best in his new endeavor!!
